UAE Introduces AI System to Streamline Work Permit Applications and Minimise Human Involvement

The UAE is implementing an AI-driven system to manage work permit applications, aiming to speed up processing, reduce errors, and minimise human intervention, enhancing efficiency and transparency in the approval process.

The Ministry of Human Resources and Emiratisation (MoHRE) has introduced an AI-based platform called ‘Eye’ to automate work permit application processing, drastically limiting human involvement except in rare cases. The system employs an AI agent to validate documents like personal photos, passports, and educational certificates, confirming their authenticity and correctness. By automatically reviewing and cross-referencing the information, it simplifies administrative tasks, speeds up approvals, and reduces the likelihood of human error.

MoHRE currently provides 13 different types of work permits for companies registered with the Ministry, based on the type of employment. These permits are mandatory for anyone wishing to work in the UAE.

Under UAE Labour Law, working without a valid MoHRE-issued work permit is illegal. Likewise, employers are not allowed to hire or employ anyone without securing the required permit.

Applicants must submit several documents, including a passport valid for at least six months, passport-sized photos, an entry permit, a copy of the employment contract, and attested educational certificates where applicable. Additional requirements include medical test results and employer documents such as a valid trade licence and establishment card.

By incorporating AI into the system, MoHRE aims to streamline document verification and work permit approvals, making the process quicker, more accurate, and more efficient, supporting the UAE’s broader initiative toward smart government services.

The AI system uses an intelligent agent to check the authenticity and accuracy of documents such as passports, personal photographs, educational certificates, and other necessary paperwork. By automatically cross-referencing and validating this information, the platform accelerates approvals, reduces processing times, and minimises errors that can occur in manual checks. This integration aligns with the UAE’s broader goal of adopting smart government services and enhancing efficiency in administrative procedures.

MoHRE currently issues 13 different types of work permits to establishments registered with the Ministry, depending on the nature of employment. Under UAE Labour Law, it is illegal for individuals to work without a valid permit, and employers are prohibited from hiring workers without obtaining the necessary approval. Applicants are required to submit documents including a passport valid for at least six months, passport-sized photographs, an entry permit, a copy of the employment contract, attested educational certificates (if applicable), medical test results, and relevant employer documents such as a trade licence and establishment card.

By integrating AI, MoHRE aims to simplify the application process, ensure higher accuracy in document verification, and enhance overall efficiency. The initiative is expected to benefit both applicants and employers by reducing delays, improving transparency, and supporting the UAE’s vision of a digitally advanced and smart government infrastructure.
