The move forms part of the board’s broader plan to implement changes linked to the National Curriculum Framework for School Education 2023 ahead of the 2026–27 academic year.

According to CBSE, schools are currently in the process of finalising the language options that will be offered under the revised structure. While a large number of institutions have already completed the selection process and uploaded the required details through the OASIS online portal, some schools are still working on submissions and administrative procedures. The board noted that a few of the language choices submitted by schools may also need adjustments to ensure they fully comply with the approved policy guidelines and curriculum standards.

To ensure smooth and uniform implementation across all affiliated schools, CBSE has directed institutions to complete the process within a fixed timeline. The updated framework aims to strengthen multilingual learning and provide students with broader language exposure as part of the education reforms introduced under the National Education Policy. Education leaders say the transition is being approached carefully to ensure compliance with CBSE directives without disrupting students’ learning experience.

Dr Prema Muralidhar of The Royal Academy Ajman – A North Point Education School explained that the institution has already begun aligning its academic planning with the updated framework introduced by CBSE. According to her, the school is currently working on the documentation, curriculum planning and administrative procedures needed for submission through the OASIS portal within the timeline specified by the board.

She noted that CBSE has introduced a degree of flexibility for schools located outside India, recognising the unique multicultural environment in which overseas institutions operate. Under the revised provisions, international CBSE-affiliated schools are permitted to offer one compulsory Indian language instead of the two Indian languages generally required for schools based in India. Educators say this adjustment helps schools abroad better accommodate diverse student populations while still meeting curriculum expectations.

Dr Muralidhar explained that the school plans to continue with English as the primary language of instruction. For the second language category, students will be able to choose from several Indian regional languages approved by CBSE, including Hindi, Malayalam, Tamil, Urdu and Bangla. Arabic will be offered as the third language in accordance with local educational requirements in the UAE.

Education experts say multilingual learning remains an important part of the National Curriculum Framework, which aims to strengthen communication skills and cultural understanding among students. However, school leaders also acknowledge that introducing an additional language requirement involves several practical and operational challenges, particularly for international schools managing diverse student communities.

Prarthana Kale, Principal of The Indian Academy Dubai, said her institution is currently holding extensive consultations to ensure that the rollout is implemented in a structured and student-focused manner. She explained that the school is working to comply with CBSE requirements while also considering the academic well-being of students and the operational realities faced by educators.

According to Kale, the institution remains on schedule to meet the May 31 deadline set by CBSE. She said discussions are ongoing between multiple stakeholders, including the school’s board members, governors, leadership team, curriculum coordinators, language departments, teachers and parents. The purpose of these consultations is to ensure that the new language structure is practical, educationally effective and aligned with both CBSE regulations and the needs of students.

She added that students at the school currently study English as their first language, while Hindi, French and Malayalam are offered as second-language options. Schools are now evaluating how the third-language requirement can be integrated smoothly into the existing curriculum without placing excessive pressure on students or affecting overall instructional time.

Educators highlighted several operational concerns linked to the implementation process. One of the biggest challenges involves recruiting qualified language teachers who are capable of delivering the curriculum effectively. Schools may need to hire additional staff or expand existing language departments to meet the new requirements.

Timetable management is another area of concern. Adding a third language subject means schools must reorganise schedules carefully to fit additional instructional periods into the academic day. Administrators are also working to ensure that students maintain balanced workloads and do not face unnecessary academic stress as a result of the curriculum changes.

School leaders further noted the importance of ensuring smooth curriculum progression across grade levels. Since students may come from varied linguistic backgrounds, institutions must design language programmes that are accessible and adaptable while maintaining academic standards set by CBSE.

Despite these challenges, educators say they support the broader objective of promoting multilingual education. Many schools believe that exposure to multiple languages can strengthen cognitive development, improve communication abilities and help students engage more effectively in multicultural environments such as the UAE.

As the deadline approaches, schools across the country continue to finalise their language plans, staffing arrangements and curriculum frameworks. Education leaders say the focus remains on implementing the policy in a way that supports student learning while meeting all regulatory and academic expectations set by CBSE.

At Sharjah Indian School, school leadership views the introduction of the third-language requirement as part of a wider shift in education policy that is gradually steering CBSE-affiliated institutions towards a more internationally oriented curriculum model. According to the administration, the change is not an isolated adjustment but rather one element of a longer-term transformation in how languages and global competencies are being integrated into school education.

Pramod Mahajan, Principal of the school, explained that despite the evolving framework, the institution continues to prioritise strong grounding in students’ native or heritage languages while also adapting to new academic expectations introduced by CBSE. He emphasised that language learning remains central to the school’s teaching philosophy, particularly in supporting cultural identity and communication skills among students from diverse backgrounds.

He noted that at present, students have the option to select from a range of Indian languages depending on availability and individual preference. These typically include Hindi, Malayalam, Tamil and Urdu, allowing learners to continue developing proficiency in languages connected to their cultural roots. According to him, the focus has always been on ensuring that students maintain a strong connection with their mother tongue or a familiar regional language while progressing academically.

However, he also acknowledged that the introduction of additional language layers has raised new discussions among educators and parents, especially in the context of the UAE’s multilingual environment. One of the recurring questions, he pointed out, relates to the positioning of Arabic within the CBSE language framework. Since Arabic is a mandatory subject in UAE schools under local education regulations, there is ongoing debate about whether it should be classified as a native language option or treated differently within the CBSE structure for expatriate students.

Mahajan explained that this is an area where schools are still seeking clarity, as different interpretations may affect how language groups are organised and taught. The question is particularly relevant in international schools where students come from multiple linguistic backgrounds and may already be studying more than one language as part of their curriculum.

He also referred to the broader direction being taken by CBSE, which is gradually moving towards the introduction of a more globalised curriculum framework. This initiative, often referred to as the Global Curriculum approach, is designed to make education more flexible and internationally relevant while still retaining core academic principles. According to him, this shift reflects changing educational needs in a world where students are increasingly expected to operate in multilingual and multicultural environments.

Mahajan said that while the policy changes may initially appear complex, they tend to become more straightforward once implemented at the school level. In practice, he explained, most schools are already familiar with managing multiple language options and adjusting their timetables and teaching structures accordingly. The main adjustment lies in formalising and standardising these practices under the updated CBSE guidelines.

Providing insight into how the system is currently organised at his school, he said that students are expected to choose from available language options such as Hindi or Malayalam depending on their academic track. These choices are designed to give students continuity in language learning while also ensuring alignment with CBSE requirements.

He further added that as students move into higher grades, particularly Grade 9 and above, the school expands its language offerings. At that stage, additional languages such as French and specialised Arabic are introduced, giving students more flexibility to explore new linguistic skills beyond their primary selections. This structure, he explained, is intended to gradually broaden students’ exposure to different languages as they progress through their academic journey.

Mahajan highlighted that this layered approach to language learning helps students build both foundational and advanced communication skills over time. By starting with familiar languages and gradually introducing new ones, schools can ensure that students are not overwhelmed while still benefiting from a diverse linguistic education.

Addressing concerns from parents, he offered reassurance that the ongoing curriculum changes should not be viewed with alarm. He explained that the transition towards the Global Curriculum framework will take place gradually, allowing schools sufficient time to adjust teaching methods, train staff and reorganise academic structures.

He emphasised that educational institutions are expected to adapt continuously as part of CBSE’s evolving vision, and that flexibility is built into the system to support schools during periods of change. According to him, the objective is not to disrupt existing learning patterns but to enhance them by introducing more structured and globally relevant academic pathways.

Mahajan also pointed out that communication between schools, parents and education authorities plays a key role in ensuring a smooth transition. Regular updates, consultations and internal planning sessions help address concerns and provide clarity on how new requirements will be implemented in practice.

He concluded that while curriculum reforms often generate questions and uncertainty in the beginning, they ultimately contribute to strengthening the education system. In his view, the introduction of additional language requirements and global curriculum elements reflects a broader effort to prepare students for future academic and professional environments where multilingual competence and cultural adaptability are increasingly important.

Overall, the leadership at Sharjah Indian School believes that the changes being introduced by CBSE are part of a long-term educational evolution rather than a sudden shift.
