Preparations for the celebration begin long before December 31. Authorities roll out crowd-management measures that include phased road closures, extended metro operations, temporary station shutdowns and complimentary shuttle services. At the same time, hotels and restaurants unveil exclusive \u2014 and often extravagant \u2014 New Year\u2019s Eve packages, prompting residents and visitors to carefully plan where they will watch the midnight display that signals the arrival of a new year.<\/p>
