Dubai has introduced a comprehensive system aimed at easing the challenges faced by families following the loss of a loved one, a process that required careful coordination across multiple agencies. Officials describe the Jabr initiative as a unique, compassionate, and efficient framework that places people at the centre of support throughout every stage.
Majid Al Mheiri, spokesperson for the Jabr System and Director of the Information Technology Department at the Dubai Health Authority (DHA), told Khaleej Times that the program was carefully designed with empathy in mind. “Losing a family member is an incredibly difficult experience, and dealing with administrative procedures is often overwhelming,” he said. “The Jabr Framework was established to lift this burden. From the moment a death is registered, families are guided by a dedicated Government Service Officer who manages all required procedures on their behalf.”
On Monday, the DHA unveiled the Jabr platform, allowing families to avoid visiting multiple government offices for paperwork related to burial or repatriation. Instead, a single officer handles all processes, providing a seamless, supportive experience during a difficult time.
Complex task
Majid explained that bringing together 22 government and private-sector organizations was a major challenge. “We conducted multiple workshops, integrated complex technical systems, and redesigned processes to ensure that all participating entities could function as a single, cohesive network,” he said.
He added, “This collaborative approach allowed us to automate alerts, standardize service pathways, and maintain smooth communication across all stakeholders, ultimately creating a system that supports families with both efficiency and compassion.”
Through the new digital platform, all relevant agencies receive instant notifications as soon as a death is registered, allowing them to act immediately. The platform also includes a centralized payment point, reducing the number of transactions needed for associated fees.
Beyond handling administrative tasks, the system provides families with ongoing support, including psychological and social assistance, during a time of grief. It offers proactive communication, emotional support programs, and services designed to ease both administrative and financial pressures throughout the condolence period.
Unique System
Majid highlighted that what sets Jabr apart is its all-encompassing approach, which merges administrative support, psychological care, social services, digital coordination, and seamless collaboration among multiple entities, making it a globally distinctive model.
He explained, “While some countries provide certain aspects individually, the depth of integration, automation, and comprehensive assistance offered by Jabr is unique to Dubai. It reflects the emirate’s commitment to placing human dignity at the heart of public service delivery.”
Majid highlighted the key features of the Jabr system:
Simplified processes for burial, repatriation, and cremation, tailored to the family’s preferences.
Provision of an additional condolence tent for every Emirati mourning case, offering full hospitality for three days.
Arrangements for residents’ condolences coordinated with eight public-benefit organizations and local places of worship.
Support from over 130 trained volunteers for washing and shrouding procedures.
Psychological assistance for children coping with a family loss, provided by 230 trained school counsellors.
Enhanced cemetery services and upgraded washing and burial facilities to ensure respect, privacy, and efficiency throughout the process.
